निर्माता/उत्पादक यदि किसी सामान का उत्पादन करता है तो उसे सरकार की तरफ से पहले से निर्धारित प्रोत्साहन राशि का भुगतान किया जाता है | इस योजना के अंतर्गत 5-7 साल के लिये नकद प्रोत्साहन राशि दी जाती है | इसमें सभी उभरते हुए महत्त्वपूर्ण क्षेत्रों जैसे ऑटोमोबाइल, नेटवर्किंग उत्पाद, खाद्य प्रसंस्करण, उन्नत रसायन विज्ञान और सोलर पावर सिस्टम को शामिल किया जाता है |
Who is an Applicant under the Scheme?
Applicant for purpose of Scheme is a company registered in India, proposing to manufacture goods covered under Target Segments and making an application for seeking approval under the Scheme. The applicant can operate new or existing manufacturing facility to manufacture goods covered under Target Segments. The aforesaid manufacturing can be carried out at one or more locations in India.
What are the Qualification Criteria under PLI Scheme?
- For category Mobile Phones (Invoice Value INR 15,000 and above) : Consolidated Global Manufacturing Revenue of applicant, in target segment, should be more than INR 10,000 Crore in base year.
- Category Mobile Phones (Domestic Companies) : Applicants under this category can only be Domestic Companies as defined in Para 2.25 of the Scheme Guidelines.
- For Specified Electronic Components : Consolidated Global Manufacturing Revenue of applicant, in the target segment, should be more than INR 50 Crore in the base year.
Production Linked Incentive Scheme Eligibility
- Eligibility under scheme subject to incremental investment and incremental sales limit of manufactured goods on a fixed year basis.
- An applicant must meet the threshold criteria to be eligible for disbursement of incentives for the year under consideration.
- In order to meet incremental investment limit criteria for any year, cumulative value of investment made in year beyond considered.
- To meet the threshold criteria for incremental sales of manufactured goods covered under the target segment for any given year, the total sales of manufactured goods covered under the target segment for these years at the base year, invoice value (whether Or in case of mobile phones) irrespective of INR 15,000) will be considered.

- Self-certified copies of PAN, GST Certificate for the applicant.
- Self-certified copies of brief profile of Chairman, CEO and CXOs.
Credit History :
- Certificate from Company Secretary / Board of Directors – provide details of presence in RBI’s Defaulter and Wilful Defaulter Lists, SEBI Debarred List and CIBIL Score.
Financial Details :
- Self-certified certified copies of Annual Reports including Annual Financial Reports along with schedules for 3 years. Most recent reports to be provided
Baseline Details :
- Certificate, attested by an authorized signatory, mentioning Sales of Manufactured Goods covered under Target Segment and Eligible Product for Financial Year 2019-20 and also for the period from 01.08.2019 to 31.03.2020
- Certificate, attested by an authorized signatory, mentioning value of fixed assets (including Tangible and Intangible) as on 31.03.2020
- Audited Financial Statement for Financial Year 2019-20 and statutory auditor certificate confirming the above mentioned Sales of Manufactured Goods covered under Target Segment and Eligible Product should be furnished by 31.10.2020.
Regulatory Treatment :
- Provide information on Licenses, permits and third-party approvals necessary to execute the project
- Proposed process and timelines for obtaining clearances

- योजना के तहत इलेक्ट्रॉनिक्स विनिर्माण कंपनियों को अगले 5 वर्षों की अवधि के लिये भारत में निर्मित वस्तुओं की बढ़ती मांग के आधार पर 4 से 6% का इंसेंटिव प्राप्त होगा |
- वर्ष 2025 तक PLI योजना के तहत मोबाइल फोन के लिये घरेलू मूल्य वृद्धि 20-25% के मौजूदा स्तर से बढ़कर 35-40% हो जाएगी | जिससे प्रत्यक्ष और अप्रत्यक्ष दोनों तरह से 8 लाख अतिरिक्त नौकरियों के लिये अवसर पैदा होंगे |
PLI Scheme Benefits
- देश में मोबाइल फोन का उत्पादन पिछले चार वर्षों में लगभग आठ गुना तक बढ़ा है और इस उद्योग से प्राप्त आय वर्ष 2014-15 के 18,900 करोड़ रुपए से बढ़कर वर्ष 2018-19 में 1.7 लाख करोड़ रुपए हो गई है |
- इस स्कीम की मदद से भारतीय मैन्युफैक्चरर दुनिया भर में बढ़ती प्रतियोगिता का सामना कर सकेंगे | साथ ही इस कदम के चलते निवेश भी आएगा और निर्यात बढ़ेगा |
- सीसीईए ने 2024-25 तक रुपये के कुल परिव्यय के साथ इन्फ्रास्ट्रक्चर वायबिलिटी गैप फंडिंग स्कीम में सार्वजनिक निजी भागीदारी के तहत वित्तीय सहायता के लिए योजना के लिए 8,100 करोड़ रुपये की भी मंजूरी दी है |
- बैटरी बनाने के लिए 18100 करोड रुपये, इलेक्ट्रॉनिक और टेक्नोलॉजी प्रोडक्ट के लिए 5000 करोड़ रुपये, स्पेशियल्टी स्टील के लिए 6000 करोड़ रुपये के पीएलआई का प्रावधान किया गया है |
- ऑटोमोबाइल एवं ऑटो कंपोनेंट को 57,000 करोड़ रुपये, फार्मा एंड ड्रग सेक्टर के लिए 15 हजार करोड़ रुपये, टेलीकॉम नेटवर्क एवं इन्फ्रास्ट्रक्चर के लिए 12,000 करोड रुपये, टेक्सटाइल एवं फूड प्रोडक्ट्स सेक्टर के लिए 10,000-10,000 करोड़ रुपये, सोलर फोटोवॉल्टिक सेक्टर के लिए 4500 करोड़ रुपये और टेक्सटाइल सेक्टर के लिए 6300 करोड़ रुपये के पीएलआई की घोषणा की गयी है |
